Apart from the fact that we did have some support for this before,
some handsets show a notification that Emergency Calling is not
available in the cell and we prefer to avoid this.
This commit installs the osmo stack daemons and configuration
if the hiera parameter rhizo::osmo_stack is 'split'
Setting this param won't break anything for a nitb based install,
but it will disable running the nitb and run osmo-bsc instead.
