ad320affc2 Add initial BTS monitoring cron job 
Integrate the old AMP monitoring script into
something new that can be expanded to run more check and
act on results.

e5971a2375 Add LAC swapping for osmo-msc 
Make LAC config availble to the shell.
Run a script on MSC restart to change the lac and write a state flag to disk.

Due to the fact that osmo-msc may restart due to crash or power outage
hence loosing all VLR state, force all UE to send a LUR by changing the LAC
on all BTS via CTRL commands to osmo-bsc.

58f74c3095 backup strategy: reduce size of daily backup dumps 
We need a new backup strategy.
In the meantime, dramatically reduce the size by not dumping large tables.
TODO: even increase the frequency of dumping the more volatile data?
TODO: implement some kind of incremental backup.
