Refactor how we restart FS when neccesary
...
Sometimes RCCN updates require FS to restart, we don't do this because
we don't want to drop calls, instead we were waiting till the nighttime
when it's likely there are no calls, (we still didn't drop them)
Let's issue a shutdown elegant right away, so FS will restart as soon as 'possible'

FS: Bind external IP by interface
...
Let's use freeswitch's interface: capability rather than specify a static IP
to bind to, which breaks then on systems attached to a DHCP router.

Remove Freeswitch .deb package repo.
...
It is password protected now :-/
Actually we really do not need it.
We should use our own freeswitch package for 1.8 or 1.6 always.
There are no new features in the new 1.10.x development that we need,
nor are there any known critical fixes at this time. Besides, an active development
branch should not be used in production. It may break at any time.
